PRESIDENT DANZI – Please rise for the Pledge of Allegiance to the Flag.

 

President Danzi – Before we get into the regular order of business I’m going to call the Mayor up to give out an award and some other business.

 

Mayor Bathurst – Glenolden has one of the finest police departments along Chester Pike. One of the reasons that we have the finest is because of the actions of our officers. This evening we’d like to recognize Officer Powers who has received recognition from the Southeast Chapter of the M.A.D.D. Organization, Mothers Against Drunk Drivers, for his high number of citations against drunk drivers.

So, Steve along with the MADD Chapter, along with Congressman Sestak, Glenolden would also like to recognize you for the work that you do with your high number of DUI citations in the year 2006. On behalf of all of us, thank you very much.  (Applause)  This evening we are going to promote three officers to the rank of Corporal; Officer Kennedy, Officer Powers and Officer Illich, if you gentlemen would step forward please. These are our senior ranking patrolmen after Chief Donohue and Sergeant Kelly. Gentlemen I’m going to ask you to raise your right hand, repeat after me and then we’ll go from there. I, (state your name), do solemnly swear and affirm that as a Corporal of the Glenolden Police Department, I will do my best to uphold the constitution of the United States, the constitution of the Commonwealth of Pennsylvania, and all Borough codes and ordinances to the best of my ability, so help me God. Sean, congratulations. Steve, congratulations. Matt, congratulations. (Applause)  I believe the Chief has some stripes. (Applause)

PRESIDENT DANZI – Any questions on agenda items tonight?

 

Mrs. Boland, 104 E. Oak Lane – I have a question on number one. Partial refund borough tax overpayment. Normally you explain what that is on all previous (muffled). What is the overpayment?

President Danzi – That is a motion to refund the amount of $108.84 to Anita Munce, residing at 400 Grays Avenue for the overpayment of Borough taxes.

Mrs. Boland – Normally you put the amount but you didn’t. That number six, someone has put in to divide a piece of property is that what it is, but now they don’t want to do that? Is that what that is?

President Danzi – I’ll answer some of it and then Brian and Eileen will take it from there, because that is my business, my property. And we’ve discussed this at other meetings and I think you were at the last one. My business property has always been four tax bills on four lots, although it’s one business and I’ve applied to get a reverse subdivision on making it one tax bill. Ms. Nelson has the plans, if you have any questions for either Mr. Siedlarz or . . .

Mrs. Boland – No I just wanted to know what it is?

Ms. Nelson – It’s actually taking four lots and making it one.

Mrs. Boland – Like when someone buys a residential property and there’s a piece of ground next to them and they want to have that included they apply to Media to get permission, am I correct?

Ms. Nelson – Yes, and that’s what they’re doing here, applying for permission to the Borough and to the County.

Mrs. Boland – That’s all I wanted to know and you answered it.

Glenolden Fire Company Report for April, 2007

 

Maintenance Report:

- All trucks were kept clean throughout the month

- Weekly inspections and routine maintenance performed on each truck.

- Weekly equipment checks performed on each truck.

 

The following is a list of extra repairs and/or maintenance performed on the apparatus.

- Auto eject for Tower 5 for the shore line had to be replaced.

 

Extra Activities performed by the members:

1) Members spent Easter weekend selling flowers as a fundraiser.

 

Update on new Engine:

- Truck is 95% complete. Members will be going to Wisconsin for final inspection. Truck is due in the first week of June.

 

The Fire Company spent 125 personnel hours on cleaning/maintenance.

The Fire Company spent 100 personnel hours training.

ENGINEER Ms. Nelson 

 

n      A Pre-Construction Meeting for the Borough Park Tree and Walkway Restoration

Project was held on April 18, 2007 at the offices of OHCD. The official start date

 was May 14. They have begun removal of trees and expect to work on the paths

starting next week.

n      We did the necessary paperwork to have the Boon and Glen Sanitary Sewer Sliplining contracts executed by Tri State Grouting and Borough Officials. We are in the process of scheduling the Pre Construction Meeting.

n      We submitted the requested information to DELCORA for documentation of the Borough’s EDU count on May 15, 2007.

n      The Handicap Curb Ramp project is out for bid, and we expect to open and have bids tabulated with a recommendation ready for the June Council Meeting.

MOTION by Mr. Quinn seconded by Mr. McGarvey to adopt Resolution 12-07 authorizing the Borough Manager to apply for membership in the Pennsylvania One Call System. MOTION CARRIED

MOTION by Mr. Pfaff seconded by Mr. McGarvey to adopt Resolution 13-07 entering into an agreement with Home Properties to apply the overpayment of sewer taxes towards future sewer fee payments. MOTION CARRIED

President Danzi – And now it’s time to hear from the Mayor.

 

 MAYOR BATHURST – Several items for Council, Officer Addison is out on disability, he had orthoscopic surgery today on his knee from an injury in the line of duty. Chief Donohue has Officer Illich back in the station on light duty, which is a major step in his rehabilitation, recovery which he has quite a number of projects lined up to be taken care of. And with Memorial Day coming up this weekend, there will be a ceremony at the Knowles Cemetery which belongs to the Presbyterian Church. Knowles cemetery is at the end of Hillcrest Avenue up by the Athletic fields it will be handled by Murray-Stuart Post. We have interred up there Veterans that go all the way back to the Civil War. No I was not around back then (laughter). Also the Post is having their Memorial Day festivities and ceremonies on Monday beginning at about 11:45 at the Post home down on Glen Avenue and then they’ll go over to the Park for additional ceremonies. That, I think, is all for now.

PRESIDENT DANZI – Anyone from the public wish to address us tonight?

 

Charles Brown, 600 Sharp Avenue – I have been a resident for 23 years in Glenolden and it just seems to me that there are more and more commercial vehicles parked in this borough. Many pick-ups with ladders on them, many trucks parked all over the place commercial, and I’d like to know if there’s some kind of restrictions or something that could be done to limit or eliminate the amount of vehicles that are commercial. It just, I think it’s detrimental to our property values, our way of life, it just they’re parked all over the place, residential areas, I have no problem in commercial areas, but residential areas I think that maybe we could do something about it or look into it or somehow address

President Danzi – You’re talking specific size trucks?

Mr. Brown – Generally speaking I’m talking about any commercial vehicle not a particular size although I have had problems in front of my house there was a gentleman with three of four commercial vehicles recently, there was another man who used to bring home his tractor trailer, now there’s another gentleman who has a diesel engine vehicle, I think it’s a 350, heavy duty vehicle with a diesel in it. I couldn’t even come out my door in the winter time, when I opened my door my dog wouldn’t even go out in the morning to do his business out there, he’d come right back in the house. The fumes were so bad and these diesels just stink up the area besides being a real eyesore.

President Danzi – Well, I can check with the Chief on this.

Chief Donohue- The only restriction we have right now is class 6 and above which is a very large truck, beyond that we have no ordinances at this point.

President Danzi – What we’ve been trying to do is trying to address instead of over ordinancing and over restricting we’ve been trying to address problems as they come up, particular problems, particular vehicles in particular households. We have just as many meetings here with people that own trucks and own businesses and live in town feel their taxpayers too and have a right to certain things, also. So we don’t have an ordinance against pick-up trucks, now are you talking about overnight parking also?

Mr. Brown – I’m talking about overnight parking, residents with commercial vehicles that just park them all over the place like it’s a commercial instead of a residential area. It’s getting to look like Southwest Philly, frankly. Some of them have business names on them and some of them don’t.

President Danzi – That’s the first complaint that I’ve heard of along this line, once we’ve adjourned the meeting, we’ll get with the Chief, the borough manager, let’s take a look at some particular streets and maybe see what type of vehicles, see if they have permits and also if they’re violating any type of code or motor vehicle laws. Can we do that?

Mr. Brown – Fine, as long as someone looks into it and pays attention to this growing problem. Thank you very much.

 

Mrs. Boland, 104 E. Oak Lane- I’d like to know what provision Council made when they implemented the new phone system for the borough for people with rotary telephones?

President Danzi – I guess what I can do is turn this over to Mr. Kerstetter.

Mr. Kerstetter – Mrs. Boland, we assumed that no one has rotary phones anymore, so there is no provision right now, but since you have one we can make changes on the phone system that will allow you

Mrs. Boland – I’m asking for everybody in the borough who has one I’m not asking for myself I’m asking for people in the borough, you should have thought of that.

President Danzi – Duly noted Mrs. Boland.

 

Joe Bodowski, Daily Times – I just wanted to clarify the location and the time for the parade. Was that what the Mayor was saying about the Knowles Cemetery?

Mayor Bathurst – That’s two different things. Knowles Cemetery is on Sunday, the parade is on Monday.

Mr. Bodowski – Is there a time and location for the start of the parade?

Mayor Bathurst – Murray Stuart Post, Glen Avenue, 11:45.

Mr. Bodowski – Okay, thank you.

 

Mr. Quinn- Remind Council that next month begins the summer attire, no ties, no coats.

President Danzi – Nobody happier than you about that.

Mr. Quinn – That’s right.
