2007
Maintenance Report:
- All trucks were kept clean
throughout the month
- Weekly inspections and
routine maintenance performed on each truck.
- Weekly equipment checks
performed on each truck.

The Fire Company spent 125
personnel hours on cleaning/maintenance.
The Fire Company spent 335
personnel hours training, specifically on Vehicle Rescue Awareness. The class
is 24 hours and we have 13 people attending.

Avenue
Concrete work is progressing. Contractor has indicated
that they expect to be completed with that phase by the end of the week. Milling and paving will be scheduled
at that time. We processed request for payment #1 and
change order #1.
Glenolden
Park – Tree and Walkway Restoration
As
reported last month, bids were opened and the low bid of $50,378.15 was
received from Associated Paving Contractors, Inc. The County has advertised for
Public Comment relating to the requested increase in funding. They have agreed
that Council can conditionally award the contract
to progress the project. We recommend award to Associated Paving Contractors,
Inc. in the amount of $50,378.15 conditional upon final approval of the
funding request – award was approved
Sanitary
Sewers
We
prepared an estimate for the slip lining of approximately 350 lineal feet of
sanitary sewer in the amount of $63,690.00 that includes videoing and clearing
of the line. We need authorization to proceed to bid, which was given by
Council.
Handicap Ramps
Plans and specs are ready, and if the
sanitary project is authorized, we can advertise for the two together to save
on costs for advertising.
DELCORA Letter
Only
other business is the letter from DELCORA to provide them with an accurate
count of the Equivalent Dwelling Units
(EDU’s) for them to provide for a more equitable way to bill the municipalities
based on meters flows. We will be working with the Borough Manager to respond
to their request.

McGettigan seconded by Mr. Pfaff to authorize the borough manager to advertise Ordinance
2046 pertaining to residency requirements for sex offenders living in the
Borough of Glenolden. MOTION CARRIED

Mr. McGarvey seconded by Mr. Pfaff to allow the borough manager to go out for
bids for the Sanitary Sewer Repairs on Glen Avenue. MOTION CARRIED
PARKS & PROPERTY- Mr. Kerstetter
MOTION by
Mr. Kerstetter seconded by Mr. McGarvey to conditionally award the Park Tree
and Walkway Restoration Project to Associated Paving Contractors, Inc., in the
amount of $50,378.15 with the condition that the county funds the additional amount.

Glenolden to participate in the Pennsylvania Capital City Automotive &
Equipment Contract administered by the city of Harrisburg for the procurement
of any goods, materials, equipment, or services at the same price as the
commonwealth. MOTION CARRIED

Mr. Kelly seconded by Mr. Quinn to adopt Resolution 5-07 to participate in the
Department for General Services Sodium Chloride Contract for the purchase of
road salt for the period of August 1, 2007 through July 31, 2008. MOTION CARRIED
PUBLIC SAFETY – Mr. Quinn No new report
MAYOR BATHURST – Just
to mention to Mr. Hoover and to Mr. Kelly to pass on to the Highway crew the
fine job that they did the last two ice storms that we’ve had. That is not the
easiest task to handle and in driving around to different boroughs, Glenolden
seemed to have a handle and then on top of everything just a comment we had a
house fire here in Glenolden over on S. Wells Avenue. Our fire company
responded adequately and made a very good stop. The entire kitchen area was
burned out but it could have been much worse, so those guys deserve a lot of
credit, considering it’s all volunteer. I’m not sure, Chief, if any of our men
were involved in getting the occupants out or not, but they were first on the
scene. So, whatever was involved there, would you pass on our thanks. And just
one other short item, Mr. President, in about twenty minutes Spring will be
here. That’s it for now.
President Danzi- Okay then, well you’re still going to get a few minutes because I’m
going to ask you to come forward and make a little presentation. And I have one
more order of new business, sorry about that we’re a little mixed up here with
a few things on the agenda. Mr. Pfaff you have one more order of new business.
I didn’t want to get to this that’s why I put it on the back burner.

regret to accept the resignation of William Kelly as councilman for
Glenolden Borough effective March 20, 2007. MOTION CARRIED
President Danzi- Okay, now I’ll ask the Mayor to come up and make a
presentation for us.
Mayor Bathurst- Bill has been a valued member of Council since he came on board, and
had the illustrious job of taking care of Highway and Lights. He gets called
upon when the streets aren’t right or when things go the different ways they
shouldn’t. So, Bill, on behalf of Council for your tireless work, your
energies, we’d like to leave you with this:

service to the Borough Council and the Community of Glenolden, presented by
Glenolden Borough Council, March 20, 2007, with Tom and myself as the

three years I felt we have accomplished a lot. It’s never been a one man job,
it turned out beautiful so far and it will get better with our new Councilman

– Anyone from the public wish to address us tonight?
Robert Kerns, 614 W. South Ave.- I am a new resident in the Borough moved here in
September. Mr. President and Council members I kind of need some assistance
here. I’m having a problem, I live on South Avenue. I’m having trouble with a
gentleman across who lives in Glendale Heights playing the drums and bass
guitar four hours a day. Winter time and I’m sitting in my living room, my
walls are vibrating now I can imagine what it’s going to be like in
summertime. I’ve spoke to the Chief, he
told me to just keep calling. I’m calling but it’s still going on. They were
there tonight. They made them stop, ten minutes after the Officer left he was
back playing again, so.
President Danzi- We talked in the hall a little bit. I know that it’s been very annoying
to you. I did speak to the Solicitor and I can talk to Mike after the meeting
again and see what remedies we have. We don’t have a specific noise ordinance
do we? And I think I can explain that’s not exactly an answer. What we’ve ran
into at times, I think we’ve looked into some ordinances where they actually
get into decibels, and what’s an acceptable decibel and you need to actually do
studies. I guess the engineers would have to be involved. We don’t have an
official ordinance on that. Bob, how about after the meeting, if you’re willing
to stay, talk to our Solicitor and the Mayor and we’ll see what we can do.
