that was signed off by prior council. It’s been in the court system and there
has been a ruling and we now need to move forward with this.

a cost of living increase a normal thing that happens for a spouse of a police
officer?

The Road Program – The
contractor has indicated that weather permitting, he will be able to address
the issues that we asked him to take care of before the end of the year, but
we’re not holding our breath on that one.
Yesterday, we met regarding
the Knowles Ave. design we had with us the existing conditions plan and walked
the site to provide this status update for everyone, I gave you all a copy of.
And through the month we met
with a property owner regarding a drainage complaint and are awaiting a
resolution to that matter.

Ordinance 2052 imposing a per capita tax rate of $10.00 upon each resident

adopt Resolution 24-07 to update
the 1997 Comprehensive Plan through a multi-municipal planning effort with the

Mr. Pfaff –
Mr. President, I’d like to take this moment also to acknowledge the hard work
that Eileen Nelson and Mike Puppio has done for this Borough during the year
and also the rest of Borough Council and the Committees with all the hard work
they’ve done. Brian Hoover who worked
in the Borough office with grants and so forth but especially you who put in a
lot of time and hours to get the Borough to where we are now.
President Danzi
– Thank you and you have a good holiday.
MAYOR BATHURST
– Chief Donohue is not here this evening because he is attending a graduation
of his son from the police academy at DCCC. Hard to believe he started in July
and is done, where did those months go to? We had the tree lighting down in the
park last Sunday evening, a tad bit
late, but very successful. The bad weather had postponed it from the week
before and we appreciate the help and the assistance that the Fire Company gave
bringing Santa Claus down. The kids were happy to see him. The MacDade Mall has
been the scene of a filming of a movie, Tuesday, Wednesday and Thursday of this
past week. There’s a book out called
Lovely Bones and part of the book took place at a mall, and so therefore they
looked at Glenolden’s mall because it was actually built and designed around
the time that this book took place in the 1970’s. The location people and all
of the folks associated with the filming were very cooperative. We had no
problems with anything going on up there. They alerted our police force with
less than twenty-four hours notice to come up with some security people to
start at 5 o’clock in the morning that first day of shooting. But it’s quite
something. Had the opportunity to watch them film a particular scene with Susan
Sarandon and in talking to the folks up there, first of all the scene that she
was in they filmed about seven times. But the three days of shooting that took
place up there will actually be about three minutes within the entire film. But
for those who know the MacDade Mall, it was totally transformed into almost a
brand new mall as far as the interior was concerned. They took two months to do
it and they will be taking about two weeks to take it all apart. It was quite
something. And one last item, Mr. President for the past four years, I’ve had
the fun of sitting next to Mr. Kerstetter. Mr. Kerstetter has served well on
council for the past four years and so we’d like to present him with this
plaque from Glenolden Borough Council, presented to Edward Kerstetter,
Councilman 2003 to 2007, with appreciation for his service to the borough and
is given this 18th day of December. Ed. (Applause)

– Ed, thank you for your service. You did a great job, especially with Parks
and Property Committee and we all thank you for that.
Mayor Bathurst
– With the holidays here, we would ask our residents take the time to enjoy the
holidays and not get caught up in the busy-ness and to be very careful out
there on the roads, because traffic is horrendous. So, enjoy a merry Christmas
and a happy New Year.

– Anyone from the public wish to address us tonight?
Larry Hansell, 22 Railroad Ave – (inaudible) the second house on the right is for
sale and it’s been boarded up for months now, I don’t know is that normal? I’ve
never seen it.
Mr. Hoover-
We discussed it with the property owner and he boarded it up because of the
condition of the home. Where it’s at is in the hands of the Code Enforcement
department right now and they’re dealing with it.
Mr. Hansell
– Good, okay and also the hoodlums are back on Railroad. The last time my
sister drove down there were ten kids fighting in the street. I walked out and
they were gone, they take off, so I’m just asking for a couple ride by’s in the
evening.
President Danzi
– Ask Sgt. Kelly to please make a note of that and get a couple of patrols down
there. What’s the actual address of that for the record?
Mr. Hansell – I’m
not sure. I know it’s the second house on the right. It’s the only one boarded
up.
Mrs. Boland, 104 E. Oak Lane – Once again I have to say to the council your agenda
had a lot in it, but one of the most important things to the residents is how
much is the budget? Once again you didn’t put it in, now say how much the budget
is. How much do you say you’re gonna need?
President Danzi – The total budget, which is thirteen pages long, is over three million .
. .
Mrs. Boland – How
much exactly.
President Danzi – The total expenses for the Borough of Glenolden for 2008 in the General
Fund is budgeted for $3,403,880.78.
Mrs. Boland – $880.78.
That’s important that 78 cents. Why don’t you always put this in?
President Danzi – There are so many numbers in there Mrs. Boland and this is going to be
on public display tomorrow.
Mrs. Boland – Well,
I’m not gonna come down here to look at it, I came down here tonight. It seems
every year I have to come up here and ask you how much the budget is.
President Danzi – I’ll be glad to show you after the meeting, but that’s just one fund.
Mrs. Boland – Now,
we’re gonna pay 7.70 per thousand dollars, correct?
President Danzi – Correct.
Mrs. Boland – Well
to come up with that figure you had to have a budget, accurate budget, correct.
President Danzi – That’s right, we have a budget.
Mrs. Boland – And
that’s what you told me, $3,403,880.78, and that’s it and that’s what you base
the 7.70. I’ll ask you this, in that sewer rate $214.80 that’s per dwelling.
President Danzi – Dwelling unit.
Mrs. Boland – And
that’s based on this meters that were put in this past year, is that correct?
President Danzi – No, that is not correct. The
goal is to eventually have the charges that Delcora charges us based on that
usage but this first year and they are compiling data for the next four or five
years. . .
Ms. Nelson – It’ll
be at a rate of twenty percent metered
and eighty percent EDU based and
then go 40/60, 60/40, 80/20 and then 100% within six years. 100% of the metered
flows will be the basis for your charges within six years. Right now they’re still EDU based.
Mrs. Boland – And
when I had asked this at one of the other meetings, when will they be metered
per property?
Ms. Nelson – That’s
a different question.
President Danzi – You’re talking about two different things. They put meters in the sewer
systems to monitor the sewage that runs down to the pump station, but some
municipalities actually charge you based on the water used at your house and
that I can’t give you an answer because we will attempt to get that done this
year. That needs to be tied in with the County to get everybody’s water bill, all
2700 residents, and figure out an amount of what AQUA charges so that we can
get them sent to the County and tie them into the tax bills so they are
collected at that time.
Mrs. Boland – But
you came up with this $214.80 because of this metered and sewer (inaudible)
President Danzi – Partially, we get a figure from Delcora through the Muckinapates.
Mr. Hoover –
Our payments to the Authority are $578,311.80.
President Danzi – That’s what we pay to have our sewage taken away, divided by how many
households, and that’s how we come up with an EDU.
Mrs. Boland – How
do you come up with the apartments?
Mr. Hoover – It’s
the same. Every apartment pays the same amount as you do.
Mrs. Boland – Everybody
pays the same.
President Danzi – At this point.
Mrs. Boland – If
you have one person living in the house or if you have ten.
Mr. Hoover – Correct. The answer would be of course the
monitored system which would be the best way and the most equitable way.
President Danzi – And we agree with that, but we need to work on that next year.
Mrs. Boland – I
would appreciate if next year if I’m still around that you put the amount of
the budget on the agenda. Now I asked you last year too.
President Danzi – Okay, duly noted Mrs. Boland, and thank you.
Mrs. Boland – I
really wasn’t going to get up and say anything this year because I was gonna
give you a Christmas present, but when you didn’t have this amount in here I
couldn’t resist.
President Danzi – You couldn’t resist. Thank you for your input, Mrs. Boland and you have
a lovely holiday.

President Danzi – 17 % less.

– Is that the one that was $140?
That’s what’s going up to $214.80?
Mr. Hoover – No. It’s
going up $36.00.
Ms. Curlott – One
other question, the per capita tax bills that most people received this week,
the proceeds from them will they be in the, as an offset to the 2008 budget or
the 2007 excess or something?
President Danzi – They are taxes, they’re revenue for 2007 and we won’t have a figure for
until 2008 when we get them back.
Mr. Hoover – It
is the 2007 per capita tax. All we did in the budget was move that income out
of the line item for 2007 and put it in with 2008.
Ms. Curlott – Okay,
thank you.
PRESIDENT DANZI – Any one else wish to address Council tonight. Before I entertain a
motion to pay all bills I would also like to add on to what Mr. Pfaff had said,
wish each and every one of you a happy holiday, safe New Year. Same to my
fellow Councilmen and Ms. Nelson’s done a tremendous job. Mr. Siedlarz, let Mr.
Puppio know he’s been a tremendous help to us this year. Mr. Hoover, once
again, worked his butt off on the budget and amongst other things and it’s been
a pleasure, have a good holiday and we’ll see you back here next year.
Re-Organization meeting will be advertised for the first Monday in January so
we will be here January 7th to re-organize.
