President Danzi- Before we get into the regular order of business, we have an honored
guest here tonight, Mr. Bill Duran from the Murray Stuart Post #566 and he’s
here to make a presentation to the Borough. I’ll ask the Mayor to come up and
handle that and Police Chief Donohue.
Mr. Bill Duran – Mayor, on behalf of the American Legion, first of all from Memorial
Day, we’d like to give you some pictures from both events on Memorial Day, at
Knowles Cemetery, a picture to hang up in the Borough. And on behalf of the
American Legion we’re going to buy radios for the Police Department.

–Bill, on behalf of Borough Council, tell all of your fellow members that we
truly appreciate this. This isn’t the first time that you guys have made a nice
donation on behalf of the Police Department so it’s the first time we got to acknowledge
you publicly and you guys are always very kind to us and the Police Department
and we appreciate that.

advised precautions and noted the stream which is near the homes is an actively
running water stream and not a mosquito breeding area.
Glenbrook Apt. D205 – complaint of mold – upon
inspection it was noted that structural repairs are needed, but no active mold
present.
162 N. Bonsall – apartment unkempt, no bugs seen –
owner states these tenants are moving. .

Phase II Permit
On July 3, 2007, our office prepared a
memorandum documenting the status of the current
permit from DEP that will expire March of 2008. It identifies the efforts required
to screen outfalls, document control measures and educate the public. The next round of permitting is currently being
formulated by PaDEP to come out later this year.

and Glen Sanitary Sewer
We have been working with
Tri-State Grouting negotiating the extras they have requested
for the project. Depending on the time and materials used to chemically grout
the leaking joints in the line, the extras could range from approximately
$5,300 to $7,000. They are scheduled to
begin the manhole re-lining on Thursday of this week.

Bids were received on July
10, 2007. The low bidder was A to U Services, Inc. in the
amount of $49,455.00. We contacted Jen Wesson of OHCD by letter on July 16, and
she notified our office late this afternoon that we were authorized to award
this evening.

We prepared and forwarded
the Right-of-Entry Agreement for the survey and geotechnical
work required to proceed to Brian Hoover for execution and submission to CSX.

MAYOR BATHURST – Thank
you Mr. President. Not too terribly much to say this evening. Everyone is in
downstairs and they’re healthy at this point. Officer Illich continues to be on
light duty and continues to go off for his physical therapy and one other
comment would be that we would ask our residents to keep an eye on your
neighbors, it’s hot and it’s that time of year when vacations are out there, so
keep an eye if anything’s suspicious we would ask you to call 9-1-1 and the
Senior picnic for those that are involved is this Sunday at Glenolden Park at
4:30 with a concert at 6:00. They can call the Borough and let them know who is
coming.
President Danzi – If you don’t mind just to add one thing to keeping your eyes and ears
open. We have been seeing a little graffiti, certainly not anything out of
hand, we’d ask if you see anything, suspect anything, just make a phone call.
If it turns out to be nothing, the Police will handle it
and go about their business
and pass that along to any of your friends or neighbors living here in town.

– Anyone from the public wish to address us tonight?
Linda Wildermuth, 145 N. Wells Ave. – I’m exactly behind the new property 233 Oaks
Avenue, or 333 whatever, the small machine shop that’s under renovation now.
Right on Oak Avenue between MacDade and Chester Pike. I would like to know what
time are the workers allowed to start work in the morning.
President Danzi – I’m not sure if we have an ordinance that specifically states that.
Mrs. Wildermuth – Okay well I’m here to complain because they have been there before 7:00
like 6:15 and it’s been an ongoing thing with these people. I hear a drill,
then, at 6:30 I hear them dropping concrete in the big drum, okay. This is
ridiculous.
President Danzi – Have you called the Borough at all?
Mrs. Wildermuth – I called Dave yesterday to ask what time the ordinance cause I know
it’s hot, my husband works outside too, I understand they want to beat the
heat. I’m okay with that, but 4th of July they were there at quarter
after six in the morning, that’s a holiday. How bout at night 12:30, 1:00, 2:00
in the morning. I guess I’m the only resident around here that has the guts to
come up and say something.
President Danzi – And you have the right to say something. Did Dave say anything to you?
Mr. Hoover –
He did not and I have a contact with the new owners and I would have called them
and asked them.
President Danzi –Brian is the Borough Manager and Dave is our Code Enforcement Officer.
President Danzi – As it is now we don’t have an ordinance, believe it or not it’s not as
easy as you think, we’ve looked into this. It’s not as easy to put an ordinance
into existence, it takes a specific time, believe it or not you have to get
into decibels, how loud it can be, it’s really a difficult thing to put an
ordinance in. So generally, we send either the Borough Manager and/or the
police if we need to. Most people are reasonable with some gentle persuasion;
we can usually get them to be more considerate of the neighbors around them. One in the morning is amazing. (Inaudible -
talking over one another)
Mr. Hoover –This
is the first I’ve heard of it and like I said I have a direct number to the
owner and I will call the owner tomorrow and ask him to please limit the time
they’re working.
President Danzi – The reason he has a number for the owner is they have to get permits
and go through a normal process to make sure they comply and submit plans. I do
know that Brian has been in contact with them. We know about it now and Brian
will be on that, but if you hear anything you can call Brian during the day or
the police at night. Mike, I don’t want to get into a long conversation, but if
it’s one in the morning and someone calls the police saying they’re making a
lot of racket we will respond, correct?

– Yes.
President Danzi – We just don’t have an ordinance but I think the police use reasonable
Mrs. Wildermuth – That may be something that we should work on. I wouldn’t mind like even
if they sent flyers around to the residents letting us know that they want to
start earlier, I understand with beating the heat, I think this is totally uncalled
for and it has been an ongoing thing and I’m just tired of it.
President Danzi – Well, I don’t blame you. The Borough office is open five days a week
and if you can make the call there and let them know then we can try to work on
that before it gets to this point.
Mr. Hoover – That
project it’s actually a short duration, the new owners took ownership of the
building.
Mrs. Wildermuth – What is that going to be?
Mr. Hoover – It’s
going to be a warehouse.
Mrs. Wildermuth – Oh a warehouse, because we were told that it was going to be a trucking
firm.
Mr. Hoover – It’s
a warehouse for a specific firm. They were putting in loading ramps, so once
that’s complete the outside project is completed and then that construction
issue is the only thing they have permits for at this time.
Mrs. Wildermuth – But I couldn’t imagine what they were sawing or what they were doing at
6:15 in the morning. I’m up anyway, because during the winter
I’m up at 4:00, so I’ve been getting up at 5:30, 6 but still in all that’s not
fair to the other residents.
Mr. Hoover – And
like I said, we’ll talk to them and
tell them that they can’t start till seven anyway. The answer is this is the
first time we heard about it so we’ll address it now with them and solve that
problem.
Mrs. Wildermuth – Okay, thank you, I appreciate that.
Joe Banowski, Daily Times – Don’t suppose you know the name of the band playing
the concert?
Mr. Hoover – This
next concert?
Joe Banowski – The
one this Sunday.
Mr. Kerstetter
– We have a newsletter right out there in the hallway, I think its Marple
Newtown Community Band. Everything’s in the newsletter.
Anna Montague Boland, 104 E. Oak Lane – I’m here this evening to speak to the Glenolden
Borough Council, the governing body for the Borough of Glenolden. Before I
bring two items to the Council I want to thank you for getting the money to do
the handicap ramps. Someday you will all be old and you will need those ramps
and maybe they will still be in condition for you to use. Now what I’m here to
do tonight, was there a Council meeting on June 19th, 2007? That was
last month’s meeting.
President Danzi – Yes.
Mrs. Boland –
Okay. Were the minutes of the Council meeting on May 22nd, 2007
approved at the meeting?
President Danzi – I would say yes.
Mrs. Boland – As
of 6:30 pm today, the May council minutes weren’t at the Library and at 6:50 pm
the minutes weren’t on the Borough website. This is an ongoing problem in the
Borough office as to the proper procedure to follow. During the past few years,
I have spoken on this subject reason for the minutes not to be out on the
website and delivered to the Library within two days of approval of them. At
the Council meeting on July 18th, 2006, a resident asked a question
on the minutes and Mr. Danzi questioned a member of the Borough office staff
about the availability of the minutes. The reply was we first copy them into
the book and then make copies for the Library and e-mail the website. Many
times I have given corrections to the Council meeting minutes and they never
appear in the minutes of the meeting where they were corrected. There isn’t any
excuse for this to happen. The minutes are the record of the official business
of the Borough of Glenolden. To clear up this matter once and for all I will
read from an official document of the Borough of Glenolden. This document is
dated July 17, 2001, by Resolution #32001 General code E-code Borough of
Glenolden Pennsylvania Chapter A169 records public access, paragraph 1696
availability of approved minutes. The Borough secretary shall deliver to the
Glenolden Borough Library for public access all approved minutes of the Borough
council meeting which will occur after the effective date of the resolution. I
had hoped not to bring Council this oversight on the part of management but
it’s the only way to have it corrected by being officially recorded at council
meeting minutes.
President Danzi – Thank you for your input tonight Mrs. Boland.
Mrs. Boland – And
now I have another item. This is the third time I have brought before Council
the issue of street signs and possibly other signs in the Borough being unable
to read because of foliage. When I did so before it was received a smirk and
not at all an issue. This is not the case and the thoughtlessness is on you on
Saturday, June 23rd, 2007, there was a funeral at St. George Church
and people coming into Glenolden couldn’t find the street sign because it was
covered. My husband and I were outside and were able to help the people this
isn’t the way to make a good impression of our Borough especially when people
are going to a funeral. Shame on you.

491 Hibbs Ave.- What is the difference between a U&O and certificate of
occupancy?
President Danzi – CO and a UO. Do we have one in our town?
Mr. Hoover –
We do differentiate but I would ask that you get that information from Sabine.
Mrs. Curlott – But
there is a difference?
Mr. Hoover – The
inspection’s the same but it’s for two different uses.
