the Mayor up to the front please.
Mayor Bathurst – Place your left hand on the Bible, raise your right hand and repeat
after me: I, Jim Woolston, do swear and affirm that as a
part time patrolman for the Borough of Glenolden, I will do my best to uphold
the constitution of the United States, the Commonwealth of Pennsylvania’s
constitution and all borough codes and ordinances so help me God. (Applause) Jim,
one last thing.
Now that you faced that
gauntlet of astute people, your badge. It’s official and all the paperwork,
Chief Donohue and Sgt. Kelly will have ready for you to sign. I think you’re
reporting at eight tonight?
Mike Camarato is a resident
of Glenolden. Mike has been gracious
and kind to fill a vacancy on the Civil Service Commission here in Glenolden.
With the things that are taking place and the changes that we’re looking
forward to we need to have our three person compliment of the Civil Service, so
it’s good that you’re available to do this. If you’ll raise your right hand and
repeat after me: I, Michael Camarato do hereby affirm that as a member
of the Civil Service Commission of the Borough of Glenolden I will to the best
of my abilities fulfill the duties of the Civil Service Commission.
(Applause) Congratulations, welcome
aboard. We have two items of unfinished
business. Patrolman Meyers would you come up and also Patrolman Illich would
you come forward please. Unfinished business with Officer Meyers is that back
in February he and Officer Helms were involved in the pursuit and apprehension
of a suspect of an armed robbery over at the Wendy’s restaurant. So on behalf
of ourselves, Council and myself we’d like to have this certificate presented
to you. (Applause)
Matt, last month when we had
the honor of presenting you with a plaque and such we also promised you a
purple heart, so, there is your purple heart. (Applause)

– Thank you very much.
Mayor Bathurst – You’re very welcome.
President Danzi – We also have with us tonight District Attorney Michael Green. On the
day that Matt was shot and injured Mike Green was very instrumental in the
whole process of that day. He was there very early in the morning, was there
all day, went home came back later that night. He was involved in the
arraignment, so Mike’s here tonight to give Matt an accommodation.
District Attorney Green – I’m here this evening on behalf of the District
Attorney’s Office of Delaware County, and as District Attorney to honor Matt
Illich for his heroism back on January 1st.Before we deal with that
I would like to say a few words about the Glenolden Police Department and how
they have served the entire Delaware County Community. A few weeks back, we did
through the safe schools strategy a lock down exercise at the Senkow
School. Mike Donohue and the men were
instrumental in working through that exercise that day, and again demonstrated
their absolute dedication to professionalism in police work. They’ve done that
time and time again and over the four and a half years I’ve served as District
Attorney. Back on January 1st, there was really a horrendous
incident in Norwood involving an individual who was out of control. A call came
in and Matt along with others responded to that scene. I can’t get into the
details of that day because there is ongoing prosecution in connection with
that matter, but I can tell you Matt’s actions that day at the doorway were
probably responsible for saving the lives of others. And he did that at a time
when he himself had sustained a serious gunshot wound. Nevertheless, he
followed through with that dedication to professionalism that police officers
across Delaware County show day in and day out, and that under tremendous
stress and strain at a moment all of us dread Matt came through. He did exactly
the right thing for exactly the right reasons. And for that reason on behalf of
the District Attorney’s Office I would like to award Matt the Order of Merit of
the District Attorney. In recognition of heroic actions performed in the line
of duty on January 1, 2007, we hereby recognize Patrolman Matthew Illich,
Glenolden Borough Police Department this April 17th, 2007. Matt.
(Applause) I’d also like to recognize the fact that Michele is present with
their little boy. Michele, could you come forward. I think it’s important to
understand that in the life of a Policeman and his family, every shift is at
some point a moment when a police officers life could be on the line and it’s
the family waiting at home waiting for that door to open at the end of every
shift that they live with day in and day out. It’s important with a brand new
police officer present to see and to hear the work of really an outstanding
patrolman with the department here in Glenolden and a credit to municipal
police officers across Delaware County and throughout the region. I also want to commend Michele as a police
officers wife live with this job along with Matt day in and day out. It’s not
easy. It’s a difficult, difficult job and the decisions that police officers
make in the field every day are made in split seconds and Matt made those for
all of us that early morning on January 1st. Thanks a lot Matt.

CDBG Handicap Curb Ramp Project
On March 26, 2007, we forwarded the plans and specifications to the County for their review.

CDBG Park Tree and Walkway Restoration
We completed contract execution and have arranged the necessary Pre-Construction Meeting at the County offices for April 18, 2007 at 10:00 AM.

Muckinipates Creek Restoration Project
We submitted grant applications to both the Pennsylvania Department of Conservation and Natural Resources and the Pennsylvania Department of Environmental Protection on April 13, 2007.

Boon and Glen Sanitary Sewer Improvements
Bids were taken today for the project. Two were received in the amount of $39,350.00 from Tri-State Grouting and $55,450.00 from AAA Pipe Cleaning Corporation. We recommend award to Tri-State Grouting.

Custer Avenue – CDBG Project
We have processed the second pay request in the amount of $157,447.00. We are holding 2% of the contract price to await full stabilization and any punch list items that are discovered.
n We received information on a grant program for Public
Libraries, and we are looking into the feasibility. Applications for the next
round are due June 29, 2007.

Sure. The Boon & Glen Sanitary Sewer Improvements we are proposing to grout
and re-line, I believe it’s almost three hundred feet of pipe and Tri-State
Grouting submitted a bid in the amount of $39,350. We’ve worked with them
before, I’m aware of the company and just very quickly when I received the bid,
I checked the references that they have, you can see a lot of repeat business,
so that tells you something right there. So I think they would be good to award
to.
President Danzi – We’d like to get this awarded tonight, get working on this project, so
before we go ahead and take care of that in our new business does anybody have
any questions or comments on that soon to be motion? Everybody’s okay with it,
okay. Then we’ll put that on new business with Mr. McGarvey.

MAYOR BATHURST – Not
much to say this evening, we had over 700 radio calls last month. The residents
are very vigilant in calling the 911 center, reporting things that they think
are out of order, which is something we definitely need our people to do. As
you can see with the swearing in of Patrolman Woolston the part-timers come and
they go. You’ll be seeing him on the streets probably in the next week or ten
days. And finally the Delaware County Law Enforcement Memorial Service honoring
the fallen members of Police and Fire will be on May 10th down at
Notre Dame De Lourdes Church in Swarthmore and then process out to the monument
in Rose Tree Park. There you are.

– Anyone from the public wish to address us tonight?
John Finnegan, 138 N. Wells Ave.- The
day after your last meeting I have two houses two twins set of twins next to me
that are both for sale empty and we had Use & Occupancy I guess come out
and I came down to see them because the Code Enforcer put x’s down for the
street to be fixed the curb and I had a neighbor there that never wanted to
share anything, so I called the real estate and I found out that who was going
to do the job and I asked them to come over and do mine at the same time so he
did he said it’d be $500 plus $50 for the permit or whatever. I said fine get
it done. On the same token I can’t understand first of all the code guy comes
out to inspect the house for sale and on the property right on the curb is a
basketball net that’s been there for over a year. So I’m thinking this new guy
who’s buying the house is figuring I got a basketball net with my house. So I
come down here and I talk to the girl in the borough and I say look, can we go
before they go to settlement and get rid of that basketball net, I said there’s
no way it should be there even when the guys going through doing the use and
occupancy. And then I asked what the borough code was regarding these
basketball nets. Supposedly I was told that once they’re not used they must be
pulled back in off the curb. Now as I come out of my driveway I got two houses
down and he’s got about four or five kids they’re the ones that are still
playing with the basketball net and then right across the street the guy that
has his property there on another property that’s for sale, he has his
basketball net on the curb so they can play full court as I’m trying to get my
cars out of the driveway. So I come down and I ask can you’s do something about
it. Oh yeah we will. And I guess they got in touch with the code guy he sends
out the borough workers to take the thing away. Well the woman comes out and
says oh I’d like that basketball net so they wheel it two doors down the street
and set it up on the curb for her. So I still got the freaking basketball net
out there. I still got the one across the street so I call Mr. Hoover, I was
upset then that I came to ask what would be done, they gave it away to
somebody. That’s not what I wanted. And then I called Mr. Hoover and left a
message and he called me back and I told him and he said he was going to look
into it and call me. He never did. So
that’s why I’m here tonight, the last time I came they said the Council meeting
was the night before, that’s the first day I came down. But I mean if we’re
going to be getting the permits and these things fixed on these houses before they
sell how the hell can you leave a basketball net out on the property and the
other thing is I want to see them all gone, because now I’m really aggravated.
There’s no way, my son lives on W. Ashland Avenue, so if you don’t do nothing
about it I’m going to buy my grandson a basketball net to put on W. Ashland
Avenue and I’m going to stand in the middle of Ashland Avenue and shoot foul
shots and let the traffic go around me because it’s ridiculous. I’m a dead end
street and, oh yeah you had said that well the kids got to play. It’s for
public transportation. It’s not for the kids to be playing there you got parks
you got the boys club my kids all went through the boys club. And all the
streets that have no access they got the damn basketball nets you got to put up
with and nobody takes them down because you can come out and take a look at the
two they’re still there and there’s one down the end of the street. I can’t see
how you can put one on Ashland Avenue and then expect the traffic to go around
you so if you can’t put it there and you’re gonna get hit in the ass doing it
then why because I’m on a dead-end I gotta put up with that.
President Danzi-
Well, I’ll tell you what, I’m not
giving you lip service that we’ll take a look at it but
Mr. Finnegan – What
is the borough ordinance on it?
President Danzi – I don’t know off the top of my head but if you’ll hang out till after
the meeting I’ll see if I can find that out for you.
Mr. Finnegan – This
one has been out the house has been empty since September, you know and I’m
thinking I can’t believe we’re letting this house get a use and occupancy with
a basketball net on the curb.
President Danzi – If you hang out we’ll be hopefully wrapped up here before too long and
I’ll talk to you and see what we can come up with.
Mr. Finnegan – Okay,
if that’s the case I’d like to see it enforced, that they’re supposed to come
in when they’re not in use.
President Danzi – Fair enough. Okay. Any one else wish to address Council tonight?
Mr. Weisfeld,
Director of Senior Community Services – Which
sponsors the Schoolhouse Senior Center and I came here tonight to say thank you
to Borough Council for your support now which is over twenty years now. This
support has always been appreciated.
President Danzi – You guys do a great job at the Senior Center and we commend you on the
work you do also.
Mr. Weisfeld –
I just have two pieces of paper I
want to give out, focusing on Glenolden’s participation in the Center, some
numbers and dollar amounts.
President Danzi – Great. You can actually pass them down and we’ll distribute them.
Mr. Weisfeld –
For the last fiscal year we’ve
actually had 140 Glenolden residents served by the Center, and we had 48
homebound individuals receive services through our in-home services.
President Danzi – I wasn’t sure of the number of Glenolden residents, so that’s a big
help. Thanks for coming out.
President Danzi – Anyone else wish to address Council tonight? You were here to observe, did you have anything that you were
looking to say or comment on?
Mr. Brockington – No, I just wanted to introduce myself. I just took over twelve
townships for State Senator Anthony Williams, and I do Constituent Services. If
you have a problem with State Agencies, or other problems for Seniors, like getting
your mother or father placed, I deal with a lot of problems. I’m there now and
working both offices, so I’m asking everyone to call me with your problems
because I care and I want to help. The Mayor even stopped in.
President Danzi – Okay, well thanks for coming out to our meeting and thanks for
spreading that information around. I’d like to talk to you a moment when we’re
done here, so if you have two minutes for the Borough. You knew that. Okay.
